This is a packer Wrench, which if you’re unfamiliar (most are including myself until I found a YouTube video) is a ratcheting wrench that require a clamp that I don’t have. Essentially what it can do is slowly but surely drill or ream large holes, you essentially clamp this and the work piece together and operate the wrench to slowly cut away the hole. You can find a video on YouTube of an English fellow using it, someone handy could make a clamp for it otherwise for the most part it’s all there. It’s a unique tool and would certainly look good with other vintage tools on a display or something.
